Office of Indiana State Chemist Job Summary As the Office of
Indiana State Chemist's (OISC) in-house counsel and an attorney
attached to the broader Purdue legal team, this position will
support OISC by providing advice to the OISC leadership team on
wide range of issues revolving around the regulatory
responsibilities of the office. The OISC Associate Counsel will
research and analyze issues surrounding rule making, proposed
statutory changes affecting OISC and any legal issues associated
with or raised by any of the boards established under the authority
of the Indiana State Chemist. This position will ensure compliance
with applicable state and federal laws, campus policies,
procedures, and standards. The OISC Associate Counsel will be
expected to coordinate and collaborate with cooperating agencies
and offices such as the Purdue General Counsel's office, the
Indiana Department of Environmental Management, the Indiana
Department of Natural Resources, the Indiana Attorney's Generals
Office, the Office of the Governor, the Indiana Office of
Management and Budget, USDA, FDA and EPA. What You'll be Doing
- Provide complex legal advice and counsel to the State Chemist
and the OISC leadership team and serve as subject matter expert on
the rulemaking process for the state of Indiana. Work with program
administrators to identify and draft any necessary rulemaking
proposals including re-adoption of rules as part of the sunsetting
process.
- Provide legal assistance and procedural advice to program
administrators regarding enforcement and regulatory activities such
as warning letters, issuance of subpoenas, notice of penalties or
fines, and license, permit, certification, or registration denial,
rejection, suspension, revocation, or modification. -
- Coordinate with the OISC Director of Quality Assurance and
Ethics Officer to ensure that office policies and procedures are in
accordance with both federal and state laws, regulations, and state
ethics requirements. -
- Coordinate with and assist the OISC Chief Inspector regarding
audits and investigations into statutorily required submission of
records and reports. -
- Serve as principal prosecutor to present and support OISC's
enforcement actions in any formal administrative appeal
hearings.
- Review documents regarding agreements and MOUs between OISC and
other agencies such as the FDA, USDA, EPA, the Attorney General's
Office, and the Indiana Department of Environmental Management.
What You Must Have
- Juris Doctor (JD)
- Minimum of 8 years of experience in agricultural regulatory
and/or legislative and rulemaking areas
- The ability to develop processes, standard and operational
plans independently
- The ability to perform detailed analysis of issues surrounding
rules, laws, and statutory requirements
- The ability to evaluate complex policies and procedures and
recommend improvements
- Excellent oral and written communication skills
- The ability to maintain a positive and collaborative work
